The Alcohol Wholesaler Registration Scheme (AWRS), which came into force on 1st April 2017, requires all wholesalers to ensure they are registered and compliant with HMRC regulations concerning the sale and delivery of wine and alcohol. 

As part of the AWRS registration process, retailers are obligated to verify that they are purchasing from a registered alcohol wholesaler. This verification can be accomplished by checking a wholesaler’s Unique Registration Number (URN) to ensure compliance with HMRC and accessing the AWRS look-up service.

If a wholesaler lacks a registration number or if the number does not correspond with the approved list of registered alcohol wholesalers, retailers risk breaking the law by purchasing alcohol from that source. Penalties for non-compliance with the registration requirements include fines of up to £10,000, potential imprisonment for up to seven years, and stock seizure. These penalties for trade buyers who procure alcohol from unregistered wholesalers were implemented starting 1 April 2017.

Any alcohol found on the premises of unregistered businesses is subject to seizure, regardless of whether the duty has been paid.
